Unfortunately, your agency is not eligible to apply for a grant from the Sobrato Family Foundation.
In November 2004, California citizens passed Proposition 63 (the Mental Health Services Act) that imposed an additional 1% State tax on personal income above $1 million dollars to specifically fund expanded health services for mentally ill children, adults and seniors.
For ten years, the Sobrato Family Foundation has voluntarily been a strong supporter of local nonprofits that provide important mental health services and help improve care for people with mental disorders. However, due to Proposition 63, the Sobrato family will now be providing its support for mental health services through its increased taxes to the State of California. As a result, local nonprofits whose largest program service expenses are directed to mental health programs will now apply for government funds through local County Mental Health Departments rather than directly to the Sobrato Family Foundation and its competitive grantmaking process.
In the Sobrato family’s opinion, this public policy decision has set a disturbing precedent in allowing one particular interest group to lobby for a Statewide ballot initiative to help fund expanded community services. This opens the doors for any and all special interest groups to do the same (in this case, mental health, but in the future for preschool education or some other broad community need). Furthermore, it has shifted the grant award decision making process from the philanthropic sector to the legislative sector which may make nonprofits’ grant funding more restrictive and less flexible in purpose or use.
